Never sanctioned either in any of my alts that are nearly half the server.
But, I see the sanction reports I send are also ignored (or not shown in sanction place). For example, while some people get fined for system wide OOC 10 mil per line, some people get ignored even when they are being annoying and aggressive with it, like calling people noobs, rule lawyering, etc.
That's what I don't get. If you don't slap those people, people like them and you will keep on doing the same.
On the other hand, I don't think disco sanctions those who focus on pvp. At least not those with a decent attitude, you need to pvp right.
