This questions has bothered me alot: do games run smoother on DirectX 11 that on DirectX 9?
Let me give you more info about my system.
Windows XP Professional SP3
PC: Intel Pentium Dual CPU 1.80GHz
2.00 GB or RAM
Video card: Radeon X1600/1650 Series 256mb RAM
Yeah, my PC is a little bit old.
Now I know that Win XP only supports DirectX 9. But teoretically, if I install Win 7 and use DirectX 11 will my games run better/smoother on this PC?
Note that I only play games that can run on my system. So Borderlands 2, for example, is out of the question.

tl;dr: No.

Longer version:
No, at least not with your setup - you wouldn't be able to install DX11/DX10, as your graphics card doesn't support anything above DX9, so you'd still be stuck with DX9. And even if it did, almost all of your DX9 games would still run in DX9 (except for a few games that support DX9 and DX10/11 - a game has to be designed for a particular version of DirectX to use its features). So the only potential difference I can see between using W7 and XP on your computer is a very probable decrease in game performance, as W7 requires a lot more from your computer than XP, particularly for running the new graphical user interface introduced with Windows Vista.
