Perhaps better to specify which video cards support it and which don't. I doubt most people you're asking even know what OpenGL is, let alone which version their graphics card supports.

Radeon HD 7990 beats GTX690 both in performance and quality and has 4.2 OpenGL support, still that doesn't mean you can mount any video card you want. Video cards are nothing if your pc specs are not intertwine.
I have a GTX 680. I am happy with it but sometimes it causes issues with DX11, especially when the programers f.ed up the coding (like in Crysis 3 or in FarCry 3)
