As the Hogosha do a variety of homeland services in Kusari--from simple transport of goods to defense of the core systems and even raids against Bretonia--we appreciate how overworked and overstretched our government and its faithful forces are.
Outcasts warships, Bretonian incursions into Kusari, Golden Chrysanthemums and Blood Dragons, cardamine smugglers, foreign criminals--so many things to oversee.
So the Hogosha would humbly request to be allowed to be of service again--at our own expense as usual and for the honor of serving our Shogun and daiymos.
If it is agreeable, we request an amendment to the Kusari Legal Codex. That regarding the issue of Junkers--a primary source of crime and cardamine smuggling--the Hogosha be given formal authority to detain and inspect all Junker ships for contraband and to seize said contraband and impose fines and penalties on those Junker pilots with unlawful cargoes. We also request that we be given the authority to act in self defense and to pursue and engage Junker lawbreakers attempting to flee such inspections or who refuse to comply with them.
We have the resources to do thorough inspections that would be time consuming and a drain on government forces and thus we offer this service for the empire.
