Well, the generic military ID is somewhat of an oxymoron... It should be made into a militia, or private-military ID. Private security force, employed on a person-by-person basis by corporations or House authorities. But that's another discussion.
House space, essentially. You shouldn't really trade with a military id though, as that's not really their job (wild assumption, based off your Camara ship choice).

I don't think this is right at all.
*If you are wondering why he is neutral to me, yet I have Navy tag, is because I've taken precautions to make as little enemies as possible. This means not attacking their allies, killing their enemies (the unlawful ones) and generally not attacking them. This makes my trading a lot smoother and easier.
Yup ... kinda annoying seeing lawfuls hangin out by unlawful bases too.
There is quite alot of Indy pirates who pirate outside bases/planets without being hostile to them or even knowing that they need to be (Some seem to think that if there Rep with a faction isn't hostile then its fine to sit outside a lawful base/planet with a nutral rep and tax people).
Note: There is also alot of Indy's who do have the approperate Rep, so im not Indy bashing(I actualy have 2 indy chars to 1 faction char)
Bear in mind that Corsairs and Rheinland share many enemies, so this may keep them neutral. But sitting outside New Berlin herself threatening civilians is clearly a hostile act towards her and as such, those capital ships should open fire upon them. That is a problem.
As for Shadow2336, they need a quiet word because, although this case isn't really much of an issue, they don't seem to be too aware of how things work here. But I think they do listen, so don't be harsh.
Actually shadow was acting pretty much in character. He was trading when he stopped. He immediately ran to New Berlin and hid there. Then he did his civilian duty of alerting everyone.
He only began to act ooc after I remarked that I believed that the corsair was breaking RP rules
