Honourable Prime minister Yokitara Shimura,
A grave event happened thirteen hours ago, whose fallout might be quite dramatic.

Please accept my humble apologies for contacting you directly for this matter. Kirihara Misaki charged me to come into contact with you.
The ministry of Defence would also like to apologize for not contacting you earlier regarding this affair.

Yet some facts needed to be checked and the prisoners captured to be interrogated so that I could come to you with an accurate and extensive report regarding the current situation.

As the head of the Naval Forces, the Vice-Admiral Nagata Yuri, was moving to Kansai research station with an escort, several vessels organized in three distinct strike forces assaulted the Admiral's fleet and, attempting to separate the fleet's flagship from its escort, dared to attack it with the intention to destroy it.

To the Naval Forces personnel much surprise, the assailants weren't belonging to the criminal organization known as the 'Blood Dragons', but were actually appertaining to the Naval Forces.
Those forces possessed correct credentials and IFF transponders, and their betrayal could only be suspected by their refusal to respond to the fleet's hails.

To our military credit, the hostile strike forces were swiftly dealt with and they retreated one by one, presumably to Honshu or Shikoku system.
Those forces however lost many ships during the assault, and the escort fleet was able to retrieve several pods. It is needless to say the survivors were arrested and interrogated by the Tokkeitai, whose agents succeeded to extract valuable Intel from.

It appears the person responsible for those attacks is the Rear-Admiral Sakamoto Ryoma, currently in charge of the Kyushu quadrant.
The secret police is afraid this man succeeded to compromise an important part of the division he is commanding. They suspect his motive is to make a coup in order to seize the power for himself.

In order to prevent any trouble from happening in the Republic, the Rear-Admiral Hijikata Toshizou already ordered the Honshu and Kyushu fleets to be grounded until further notice, so that the Tokkeitai could officiate, in order to determine if the Naval Forces had more traitors among their ranks.

I'm ready to receive your directives and to answer to your clarification demands, in the event you would require any.

Respectfully,
Suwa Katsuko, Vice Minister of Defence.
