You need to create new account ID (either using that program or FL itself), login to server and press the "Create new character" button.
There's a limit of 5 characters for each ID, however this account manager helps you saving and switching the IDs.

Is it possible to make it a character manager as well? ie lists all accounts and their chars on the official server (or a server of the user's choice). Better, have a function to log a character directly?
Also (not that there are alternate methods but) add an import support for registry files containing accounts aswell?

The charmanager could be done, but that'll need heavy coding serverside. We'll look into it; as for the registry files - good idea, I'll add it with the next update.
