To answer your question, ask your friend Refaello. Ask the BAF. Ask the GRN. Lots of factions force traders to pay or get licenses in order to trade with their bases. Happens all the time. That's why I predict the Council would start doing the same.
I'm not online a lot but I have not seen the [C]ouncil convoys trading in Sirius yet. Do you do that already?
Short answer: No, it doesn't work like that. And I think that adding a Gallic sale point would mean a nerf to the Houston price. Hopefully I am wrong.
There's plenty of stimulus. (Gold Ore, Cryocubes, Holotainers, Tobacco,...etc) It's just empty and boring. I'd say give up until the big update comes out.

This would be nice but they can't add in any new mining zones until there is a big update patch (like 4.86). At that time, all these minor issues will be moot.
I have only did "licenses" to ilegal stuff, and stuff that logically we'd rather trust it won't come down to GRN hands, it was about 6 commodities, 3 of them have no sale point in Gallia, so what you claimed is null and void, the only commodities that had sale point in Gallia and worth something were Gate Parts, Slaves (we'd shot you down for carrying them anyway) and Military Vehicels. moreover MVs, Gate Parts can be shipped by lots of people, so yeah, your claiming is again, wrong. Plus we didn't ask you to "give us money to ship these" only promise it won't get to GRN hands, that's why also UC couldn't ship them all, they are known to trade with GRN, so instead of going "ME NO SHIP? U FOOL!" Bother to read what I wrote in my communication channel. Oh and btw, Council are not pirates, we are can't even pirate by our IDs, so again, your point is null and void. (and by priacy, I mean taxation, we can't do it).
