Hades: in a nutshell, you are on the right track with that description ( in a rather limited way though ).... however - it won t be black and white like it might appear.
there isn t "useful" and "useless" - but there is also "just useful enough" or "barely useful" or anything in between.

the name of the server - despite much efford of some community member still contains the letters "RP".
usefulness is not defined by pvp ability, pvp skill pvp capability or so. - it is defined by displaying a character the best and more appropriate way possible. you can be a pvp god - and still suck in RP, even worse, you might be a pvp god - and be an utter scourge for other players who like to RP rather than pvp.
so - a character in a useless ship in terms of pvp - can still be 100% useful in terms of RP.
we are here for RP - even if some people insist on pvp being the pillars of it all.
to make it short - it is not an illusion - it is real - it is an illusion to think that pvp is all that matters for RP.

No, just putting in a counterbalance to prevent folk from taking the best guns and the best ship, and creating an overpowered combination from that as a result. A long overdue balance check, nothing more. For people who don't do spray and pray very little changes. For folk using debs and codes, or bomber weapons only, nothing changes. For folk who take, say, a black dragon and tizonas on a pirate ID, it'll impact quite a bit. For folk who on an IMG ID fly with Magma Hammers and a Karasu, it'll impact quite a bit as well.
Folk claiming to want tech for RP reasons (which is always the excuse) got no point to whine about this as it won't impact the roleplay. Weapons do the same damage, ships have the same cargo space and maneuvering speeds. Just the energy recharge is slower. Folk wanting tech for PVP advantages or getting around ZoI restrictions are frankly, out of luck, as pure PvP tends to rely on energy.

Development never ends. We can always incorporate new soundtracks in future versions. Development cycles for future versions are going to be a lot shorter. 4.86 taking so damn long was a misstake, one that'll not likely be repeated.

Kusari gunboat is very small, very fast, but has only 350 cargospace.
Bretonian gunboat is huge, slow, but has 480 cargospace. It will be able to fit a CAU 8 AND a lot of firepower, making it perfect for killing other gunboats, but weak against fighter swarms.
