- green/white/red shall not exist anymore - in terms of what you are allowed BY THE RULES
- but..... that doesn t mean you can go around buy any combination ( even if you are prepared to take the "mismatch-hit" ) ....
- you STILL need the parent factions consent!
so: ROS VHF, nomad lasers III, inferno, and 2 Tizonas with a merc ID will STILL require you to ask: ros for a ship, keepers for the lasers, outcasts for the inferno, corsairs for the tizonas.
it just means "you do not need a SRP anymore IF ( and only IF ) all those factions agree with you.
Another problem with cannons idea how to solve the tech situation are training ships factions use.
E.g a Hessian IDed wraith only used to train with it in 54.
the purpose of it all is to allow choices - without SRP processes.
of course that does involve that there are consequences for special needs.
there are several views on the matter, which have been discussed in detail.
one view "might" be ( only concerning guns for hire )
the BHG is the most established merc faction - extremely well connected with rheinland, liberty and bretonia. - they even have a small foothold in kusari. - they are wide spread and powerful, know their ways around - and have a very good reputation.
they contracted the AP-Line industry to gain access to custom ships, weapons and equipment. - for a reason.
then there are "mercs"
a defining measure for generic mercs is that they are not as well connected as the BHG, not as powerful - in short... not as organized. BUT they are much more flexible in who they work for - where they work - and how they work.
their main focus is to affiliate themselves with a sponsor who may also be willing to give them what they need to get the job done.
so - if a generic merc works for the Bundschuh - he can expect to be treated like an ally from the Bundschuh. - hence, he may even be allowed to use Bundschuh weapons and equipment. - of course - factions that have more to offer ( like outcasts ) will also attract more mercenaries.
but why is it less efficient? - they are still mercs. - if they get like totally buddy with bundschuh - they could as well just become bundschuh and be done with it. - ( hence full green )
but they are guns for hire - so they ll use ships that will be good enough - but slightly incompatible. - so even if they are allowed to use their equipment, its never as good as if they ARE bundschuh.
the above example is just ONE point of view. - there are others that say that mercs / pirates should be green to those they affiliate with cause they d be ruined if all they got was a free choice - but at a lesser efficiency than a pure faction.
all that is and has been discussed. - several solutions were also presented, and - quite frankly - that is what the open beta is for, too.
all in all - the major choice is:
- either you cannot do SRP at all
- or you can, but with consequences
also keep in mind ... it is "special ROLEPLAY permission" ... not "special overpowered equipment permission for pvp"

the example above focusses on the benefits of a faction owning their own shipline / weapons - over a faction borrowing all that. so the main balance ( in that case ) is : freedom of choice and ZOI vs. efficiency
quite honestly - what are they used for these days anyway?
one of the major goals we want to achive is:
- no more favourism
- no more OP "cause we deserve it"
- no more special rules for anyone
everyone is meant to be put on the very same basis - BUT given the SAME chances to evolve their ROLEPLAY. - but we do not want to give every faction the same ships, the same weapons etc. - that d be stupid.
so we re trying to include diversity, cause / effect, choice and fairness all in one.
players / factions that operate outside of rules / baselines that are effective for everyone else must become something of the past. ( again - that doesn t mean we do not want them anymore... it just means that eveyone with a good reason and a will to take the consequences can RP as such )

yes - it is likely that some chars that may be SRP now ... get the short end of the deal in favour of those who were not able to get a SRP anymore.
the goal however is to allow special setups - based on RP. - and discourage SRP as a mantle for OP pvp gear.
