So if, for example, your hated by Bowex, then Liberty police will do nothing due to the fact there Neutral to Bowex, and If your Green with Liberty police then they actually will attack the Bowex Convoy, because there allies to you and Neutral to Bowex.

Actually, if your hostile to Bowex, its pretty much guaranteed that Liberty will attack... As well as all the other houses.... Trust me, I know. ;)

See I don't know what corperations make police attack you if they are hostile to you because everything is hostile to me anyways.

I think that any House corporation ships that are hostile will make all your surroundings hostile. However, fighting with some lawful factions won't spoil your rep, for example bounty hunters (even if you attack first). Same applies to junkers... but junkers are not exactly lawful. As for zoners and independent miners, I'm not sure.
