You will probably be able to set the faction (otherwise everyone could dock everywhere), but the players allowed to dock most likely won't be controllable. I assume the docking restrictions will be based on the station's faction's repsheet.

Notice: Everything I'm saying could be false, since I'm no dev.

ive been told that it will take resources to maintain them as well as a lot to place them.

so ya one person COULD run a station but would be trading almost 24/7

Which is how it should be IMO.

I don't want lolstashuns placed every few meters.

They should be rare, hidden, and out of the way.

At least for most I would assume this would be the way they would want it....except cody of course.

So a nomad base can be set near manhattan in new york? That would suck really.

I believe it would be possible. But remember, player owned bases are destructable.

Are cloaks readily available? Or jumpdrives?

I'm unsure if those are implemented yet either, at least not fully.

By the way what are jumpdrives?

A few hours ago in the chat i said /jumpdrive and i think i then crashed the server.

Jump drives are exactly what their name says. Like jumpgates on ships. Instantaneous travel. As far as I know, you need to type /charge [coordinates] and then /jump. Also, there is a command in the control-options for that.

But as I said, they aren't implemented for the public just yet.
