Roussillon has a jump hole into Newcastle, so I figured I would take my BAF destroyer out for a ride and get that system in my star charts, maybe bring some pudding pie for the new neighbors. But when I get there the Council bases and planet are red-hot hostile. This makes no sense; we have a mutual enemy in Gallia, and we have a mutual ally in Liberty, so why are they so pissed to see me?
Also see that the Gallic Brigands base is neutral to me, so maybe this is a bug?
Not sure if there's still repninjas existing between BAF and Council - but the original default was all of Gallia hostile to Sirius. You might try and frag some GRN NPCs and see if that helps your reps any. Run a few anti-GRN missions from Derby or the KusExiles ships.

Yeah I destroyed some GRN ships and my Council rep improved, but it should not have gone full red at the start. Maybe I met a council ship in .85 somewhere, although I don't recollect it
LSF is a guard faction which is why it is red to everybody at first. Council isn't a guard faction and has been green on first meet for most of my other characters. Maybe somebody came trawling through Leeds with one in .85
