We lost our server host because he was abusing his hosting powers daily.

And in the encrypted topic he made was no key to decrypt it. If I have to find that topic and the Admin statement regarding encrypted posts and decryption keys, I will.

Metagaming. There's no way anybody should be able to know what's in that post except for the parties involved. Adding the rot13 means that you have to actually decrypt it to read it, so nobody can magically know about it by osmosis. You also can't search the forums for any of the words in the post.
