And gameplay-wise, it will just choke off factions which are born to struggle and boost ones that really don't need it (RHA aren't really hurting for activity). Why be a Daumann and mine diamonds when you can be a Hessian and not get pirated by anyone? This stuff is already extant to the extent which it is allowed. Players gravitate to the path of least resistance, zoner/junker traders, IMG miners etc. The mining bonuses are one of the big gameplay things working in favour of the otherwise joyless existence of being a lawful house corp.

Hessiens already do mine, and kill anyone on site they see mining diamonds in O-11. They sell the uncut diamonds to junkers like myself, and i think it works out fine.
So why not give say Rogues a bonus to mine say that neon or what ever in Penn. Outcast Niobium, or alien organism's(yup mine thier gods). If they want to mine, and not pirate then that is thier RP, so why should others take that away.

No diamond mining locations anywhere in Liberty. So yes, your RP sucks. But for factions/groups that have certain fields in thier "ZOI" it makes sense that they have a bonus, even if smaller then mining corps.
Take Rogues again for example. In humbolt 2 fields there they should be able to mine with a small bonus if they wanted to. After all they do have a base in that system.
Agreed with Ryo here. If they want to, they could mine...it will expand their roleplay chances and doesnt harm anybody. Sure, they couldnt have the same profit like lawfull companies by the way.
Unfortunately guys... this is gameplay over roleplay. I understand your points about unlawful mining, but in order to keep mining corps alive (which are quite crucial to maintaining the cycle of miner -> pirate -> lawful in areas that are meant to thrive on mining - like Rheinland or Tau-23) they need to have greater bonuses to mining than unlawfuls. This is actually done not just to prop up the corporate factions, but also as a certain balance as unlawfuls can sit in space and mine surrounded by their gunboats and fighters (to which corps don't have that much access to, they need to beg a navy faction to come help them which generally has other stuff on its hands elsewhere) where they are pretty much impervious to harm. And then they can also pirate other miners in the vicinity. I think a halved mining bonus for the unlawfuls that do have it is quite all right...
After all I do want lawful corps to exist so I can go and bother them on my unlawfuls:P

Main problem with unlawfuls mining is that it upsets the whole "Miners mine, pirates pirate and lawfuls hunt the pirates". When you get the "pirates mine" you end up with lawfuls having to confront them, but those guys can't often make demands of credits and cargo. Yea, there's no real reason why Outcasts couldn't mine niobium if they wanted to for example, but frankly, since it screws up what the intended role of that faction is in Discovery. Only the unlawful factions with a legitimate RP reason to be mining get a bonus to something - Mollies get gold, Hessians get diamonds and the Corsairs get artifacts. And Junkers get scrap.
The issue is gameplay, and balance between the various factions, as well as their roles. If the LN could mine in assault cruisers, I wager we'd be seeing a lot of them in the Taus. More then usual anyways...
Also, -ALL- players can mine -ANY- commodity at the default *0.5 modifier, using any ship. So if you really really REALLY want to roleplay a Rogue miner, go ahead. Your mining rate will just be six to eight times slower then the mining factions. But that'll give you plenty of time to roleplay being that miner. Nothing but the boredom of having to mine for an hour instead of 10 minutes stops you.

Not to dis-agree AD but i do not think it would upset balance. We used to have no mning at all, and well the unlawfuls still had plenty of transports to rob, hence lawfuls to stop the robbers. All mining really does is group all of them in a select few systems, instead of how we used to have unlawfuls all over sirius.
I used to be cautious trading, constantly looking for pirates. Now i only look once i get to what i call "pirate zones" where all the pirates hang out waiting.
So even if unlawfuls could mine a little at say 2x in thier ZOI areas. I bet 90% would still not bother. Hence the balance would stay as it is.
