As far as I know, there are no mods for Underground onwards, except for some add on cars I believe.

What this means is that *I* haven't seen any, which means there might be a few out there.

Uhm no? Need for Speed was the first Game with Cops chasing you.

I enjoyed Hot Pursuit with the Drifty Handling, Run was okay, but could've been much better. Shift is too serious for me, though you can customize your Car too.

I loved the crap out of Need for Speed Porsche. I didn't really play World because I didn't get my Controller to work and it looked bleh on my PC.
