...Where is it? The wiki suggested it was in 4E in Cassini, but I can't find it for the life of me. Is the wiki out of date and it's been removed or something?

According to Freelancer Companion, the base is in the upper-left part of 4E. Knowing the system, try looking above or below the plane. Or if you find a NPC patrol - follow it.

Make sure that FLCompanion is looking at your Discovery directory, not your vanilla Freelancer installation.

FLC unfortunately won't help you much in Cassini - it only works in two dimensions - but I can give you the system map you're looking for:

The Nonsense Factory is exactly 60k up from that white dot, as Echo said.

If you've installed your copy of Discovery Freelancer to the default location, it should be set to look in "Windowsinstalldisk (usually C):\Users\Yourusername\AppData\Local\Discovery Freelancer 4.86.0".

You can in fact use it to see if something is above or below plane (though it won't tell you how far) by selecting the system/base in the second set of drop downs like so:

The location column will give a grid reference (as usual) and tell you whether something is above or below the plane (unless it's on plane of course).

Ah, I'd forgotten about that - thanks for the information! That's pretty much all you need to find something (as we agreed to in the last thread a few days ago, actually) - as long as you fly straight up or down in that direction you should find what you're looking for, though it could take a bit longer than initially expected to get there in systems like Cassini. : )

Of course, it doesn't tell you if it's 60m or 60K above plane. But that's something 4.87 will solve, at least for Cassini.
