The 4 hour death rules, the old classics. Well I'm sure you are sick of this, but we could replace this rule with shiploss on death. No need to have a rule that can be broken, and force admins to spend time on sanctions. If they already get punished by losing their ship. Of course this would require balancing, such as reducing price, and increasing availability, so you wouldnt have to traipse halfway across sirius to replace your stuff.

No... just no. I realize that some of you have billions sitting around in your bank alts just waiting to replace any old ship or equipment that you lose, but others of us barely have enough money to keep our characters running. All that this would do is force more silent trading and power grinding for money.

All the rules you quoted are those that I find very important. There are others that are less important and could be discussed, but the real basic rules are there for very good reasons.

And I know you love the "shiploss on death" idea, but I hope it will never come true. I want to play as relaxed as possible. And fearing that a gank could cost me a billion because someone doesn't like me or because I was in the wrong place at the wrong moment? Just... no.

I always was curious why is silent attack considered illegal.
It's good to warn the player abut your intensions, right. This isn't a real life, players arent causious every second as the real pilots and it's good to keep it fair. That can be a fired CD, or just couple of shots in space.
But i don't see why is it so necessary to have a talk with the enemy.

Other than that, i think that "fleeing from combat counts as PvP death" rule was quite important as it kept asses from playing no-win game with you.

You don't have to tell a player you're about to shoot them before you shoot them :|

"6.6 Aggressors are not allowed to destroy a trade vessel prior to issuing a demand, in system or local chat, and allowing sufficient time to respond. Demands may be cargo, credits or an RP demand, such as leaving the system. "Halt" is not a demand. You must say more than this to ask a ship to stop however you may destroy them if they attempt escape.

Sometimes, a pirate just wants to kill you and take all your stuff. Now I generally wouldnt advise attacking a transport without a demand, as you're more likely to be able to cut a deal that benefits you both if you talk to him, but sometimes a silent ambush is the best tactic. And it is INRP. Its not nice, but its INRP for a pirate not to be nice. It's another popular sanction which wastes the admin's time, and a /1 drop all your cargo message has pretty much the same effect anyway. im not saying its preferable to have silent attackers, Im just saying its not worth having a rule against it."

ok so what your saying is, a pirate can just open fire if he wants?

so can a fleet of transports just open fire if they want aswell without anything being said?

Shiploss on death?
I can personally guarantee you I'd play for 6 more days after that, no more.
(Number came from this: I have 120M in the bank, and due to exams can only log on for 20 minutes or so, for a brisk BPA patrol. I have a tendency to die about half of the time, and since a Hussar takes 20M and 20+ minutes, My money would be gone in 6 deaths, and I'd have lost the 6 intermittent days setting up and repping).
And imagine my Q_Q coming from someone who has to rebuy/requip a Hussar.

Exactly what Veygaar said, and that's what causes the most issues from people who don't understand this rule.

If I'm a LPI pilot, and I see someone who I could attack, one of the things I do for RP is say something like, "Halt, <ship name>, you have a busted tail light. Pull over so I can check it out." If they actually stop, I am perfectly free to open fire on them - I have performed RP before PvP.

It's been said time and time again on here - all you have to do is role play. You are NOT required to tell someone else, "Okay, I'm going to start shooting you now."

Bounty Hunter - "Hey, look, here comes a paycheck for me, in plain sight. Hi, <ship name>."
LN - "Rheinlanders incoming. Prepare weapons" (Okay, they don't need much)
LPI - "Oh, good, look who brought cardimime into the system that I'll have to clean up now?"
Outcasts - "Amigo, my name in Inigo Montoya - you killed my father ... or maybe you didn't. Let me see your right hand"

No. Read the above post.

As for transports, they are protected by the demand clause that say's you cannot DESTROY a trade vessel without issuing a demand You can, however, damage it without making a demand so long as some sort of RP has taken place.

I know that i'm not obliged to say "I'm gonna shoot you"
But i DO need to tell sometimes unnecessary and redudant words because when i don't i'll get sanctioned.

This! I've never agreed with it but it is allowed. A pirate can drain the shields of a victim, even knock down his armor but CANNOT destroy them.
Why have I never agreed with it? A lot of players don't know when to stop.
