It all makes more sense now, also in regards to the infocards and news items apparently being outdated (or "faction revised") making Kusari almost impossible to navigate in lore-wise and politically unless you are the one making up the "revised" lore or are a long-time and well-connected Kusari player.
Retconning is not all that bad if it's done with future prospects in mind. If only someone could be bothered doing the writeup for a new and coherent Kusari...

Kusari Codex forbid the assaulting of "legal vessels".
That restriction is for players only, not their "npc" bases? What reason of that choice any way? Or for now legality of vessels in Kusari space is determine by one strange base, and she is not looking for players ID's, IFF and anything like any other NPC in the game? So "government" players can just sit and look on "rightful" assault for fun?
This base makes LEGAL vessel as ILLEGAL. Ignoring their ID's. It's terroristic base btw.
The comment about the battleships has no bearing nor connection to the point at hand.

yes there are issues with the mechanics involved with bases and this shows some of them, there are issues with that base, these are being worked out.
The government players are not just looking on for fun as you would suggest out of hand with no real understanding.

Hogosha don't have any base near tradeline on vanilla and disco because they IS some sort of pirates in both games. It is they role, hiddance, smuggling, quasy-legal. This could happen and I am sure there would be issues with how both the LR and LPI would adjust to the new situation they found themselves in and the changes they would make verses the changes others would think they should.

Even for seasoned Kusari players it is proving challenging.
All up I view it as an interesting experiment.
The change in lore has affected Kusari in a big way.
A nice half thought experiment that the players in Kusari are trying to deal with an explore.
As you can see earlier in this thread, this is not to be blamed on the Devs and is only the fault of the Kusari players.
Oh well we are only human.
All I can say is that there are lots of arguments happening quite often while we all try and work together to come up with a new vision of Kusari.
The people involved are not just idiots sitting there laughing as some ill conceived comments are trying to say.
We have to argue about a lot more impacts than a short lore update specified.

That is, if you try to defend against attacks LR LPI will say "do not touch LR or be destroyed" - I have to be perceived as a change in the policy of Liberty? And command of LPI is more important then ID's right to defend himself against ANY attack?

Ok well I am not too sure of what you are saying here.
If the Devs made a call and adjusted the LR lore then the factions would have no right to argue, as is the case in Kusari.
They may want to, but it won't do them any good.
Instead they will fumble to make the most of the new situation.
There would no doubt be incidents where things get tricky due to people's take on the new lore, but all the same, it still stands.
It sounds to me like you are arguing for something that has no basis on this topic, if I am wrong, I apologise.

I tried to create an analogy to describe the contrast between tradition and change that no one suspects. Because there is no change in the program descriptions, databases, ID, but only in the behavior of some people.

The problem is that it is not just about one base firing.
I believe we can all agree that the only problem with that base is that it is located right outside planet New Tokyo.
The RP of the Hogosha faction has been this way for some time already.
Before this mod update the BDS made a conscious decision to move to a more lawful state.
They backed up this move with ingame RP of which they have been quite consistent.
When the mod changes came about, a balance was sought after for the Hogosha/FA to prevent them from pirating in Kusari and docking strait after.
This was resolved in two ways.
The Farmers were moved to full criminal and allowed to continue with pirating in Kusari.
The Hogosha had their ability to pirate in Kusari taken away to fall inline with official faction RP.
The Hogosha are a legal entity in Kusari.
That is the lore we must use.
Now that may change, either because of player driven RP or dev driven lore changes.
But until it does, this is what we must deal with.
There is player driven RP in the works, no telling which way it may go yet.

Somehow all of these events may be associated with Kusari defeat in the war and trying to strengthen the position of the government support for criminal organizations, as the population and the some Navy did not support surrender.
So to say "agony of the past".
Hogosha support is likely to lead to the popularity of Blood Dargons, traditions which exclude the surrender and corruption of goverment that led to the Hogosha legalization.
It all depends on the history of the war with Gallia and Kusari Exiles destiny.
