Gaians actually oppose planetforming and thus their biggest enemies are Planetform....and Gainas are not restricted to Bretonia. Planetform bases, and that means Gaians targets are all the way in California, Tau 31 etc...so it gives them slightly larger ZOI then xenos...

Phantoms and keepers are not Terrorists at all, not in terms of their RP, but only because there are 2 illegal groups. What these groups are is 'hostile to humans' which is quite a different thing. Phantoms and Keepers are Military forces, not terrorist groups. So, to be really exact, calling Phantoms and Keepers 'terrorists' is simply wrong. Again, its a grouping made by the ID cop-out. There are two polarities of ID-lawful and unlawful, which have been divided, on the lawful side, into a myriad of groups: mercenaries, militaries, traders, police, intelligence agencies, etc...but on the lawful side, there are simply two groups 'pirates' and 'terrorists,' and neither group successfully describes its members. Its a situation that I am frankly dissatisfied with.

I agree. Phantoms/Keepers are military, not terrorists (guerrilla war is still war, after all...), and a lot of what Corsairs/Outcasts do to each other is military, not pirate; they are rogue nations at war for crying out loud!

Regardless of ACTUAL nomenclature, I think the consensus is that a lot of factions need an ID for 'prone to acts of terror on factions X, Y, Z' and 'only ask for cargo when short of funds' as opposed to the current system, where a prudent planetform agent can camp in a group of Gaian players and be unattackable as per current setup. It's just wrong...

So I think we might want to split up the current pirate and terrorist ID's into

'violent psychopath, can attack for giggles', (Mon'Star, for instance)

'violent activist, attacks certain groups on principle and without mercy', (such as Gaians, LWB/Farmers Alliance)

'rogue military, attacks certain nations' (corsair navy, outcast navy, blood dragons kind of fit in here, they have capships after all... and maybe phantoms/keepers as well, but they really deserve personalized IDs)

'pirate, gets money off of traders one way or another', (Red Hessians, Liberty Rogues (I think), go here)

'smuggler' (unlawful trader, plays like a trader who avoids police instead of pirates)

... and that's kind of all I can think of at the moment. Is there anything this doesn't cover? (And yes, it might split Corsairs/Outcasts into multiple IDs depending on the individual, kind of like how 'Liberty' is split into a bunch of IDs.)
