That there's an actual lore number for how many BAF battleships there are in-game in-universe, and that number includes the stationary battleships that already exist.
Yet, there's quite a few more BAF battleships owned by players that there should be by the lore. And that's not a problem at all. That's just what the gameplay of the game is.
However, BMM keep working hard like sir, manufacturing new ships, restoring and repairing damaged one, so they could be back into service shortly. So, having few more battleship, it's about to be ok to Bretonia, which is still stronger than Zoners....

Summed up quite accurately, I will only add a few things to it:
Champagne... the system holds approximately 30-35 Redemptions with cruiser and snubcraft support accordingly, surrounded by approximately 50 Valors in the nearby systems to keep us at bay. Numbers might be high for a mere paramilitary organization but that front is at a stalemate, nobody can do anything there, the Council cannot use that force as it is assigned to defend Champagne. Should we try some bigger offensive involving caps taken away from the defense, the GRN would immediately exploit that weak spot and slaugther half of the Council in no time.
Roussillon... well, we got like 5 Redemptions in there at max, a dozen (or one and a half) of cruisers, lot of gunboats and snubcraft support, not something which would be capable to protect the system from a full scale GRN assault. Thus the system relies on mostly it's secrecy.
Mass production? We can only dream about it while even struggling with maintaining our ships. If a GRN captain defects successfully, we rejoice. A loss of a cruiser in Council can be felt heavier than in e.g. the LN.
That's our lore. Now, do you see Council caps roaming around all Sirius?

I'm not sure there is even one for the Persephone. Other than maybe the ships infocard? Which, I really wouldn't consider lore. Ship was added without the normal SRP/unique ship process. The story around it was lacking then, but I hear/guess that Jinx may have tried to build it up to justify the ship past him being a developer and having a toy for himself.
