Worst thing is, if you randomly shoot underlevel which was sitting in middle of battle you can be fined. Thre is danger you can ramm them too in high speed which is instadeath for starflyer.

Point. Methinks there should be a clause in the rules about 'soliciting getting owned' as well as self-defense. Such as, parking in the exit part of a trade lane in a star-flea, or hanging around VHFs beating each other up.
I agree with all the points here. The Lane Hackers often operate in New York, I've nuked lots of little ships accidently with mines. Some just like to watch, but they could do it from a big distance. We don't want to get sanctioned for accidently destroying a starflea.
And with the dropping bats/bots issue, is one allowed to attack a under-level that supplies your opponent? I think it isn't allowed.
I have to side with Mjolnir on this, the other day I was in my bomber with a pair of BH killing a Xenos. These two guys in Patriots are sitting there blabbing about how bad us lawfuls suck. Then a wing of LPI NPC's came in...I hit one by mistake...Lag went through the roof...my game crashed. The spectators are annoying when they are doing more than passing through, i.e. sitting there. AS to the accidentally killing newbies in a bigger ship (Read: anything larger than a CSV). I've almost killed a few myself because they were just sitting in front of a TL. (The LPI parking fines might help this problem, I think)
But enough from me. I hate writing walls of text more than you guys hate reading them.

Methinks a better crackdown from LPI-LN of who is allowed to engage/camp where would help universally. Thoughts?
I would like to correct the thing said about the 'fine' on killing an under level player in a PvP battle with other players. if it hasn't already been said.
Any player caught within, I like to say 1k to 500m, is involved in the PvP, and is a viable target. Free noob kill in some respect.
