War against Liberty doesn't make sense inRP, Kusari lost majority of its fleet earlier, unless you have in mind Valors manned by loyal to Kishiro republicans there is no much Kusari itself would do against Liberty in a direct confrontation.
Better wait for roll back and organise few events with IKN and WK, invite players to Kusari, restore activity that way.

I agree a war with Liberty wouldn't make much sense. But it's not like we have any control over the storyline. After all, the rebel plot and Nom admiral was just ignored in 4.87 lore.
And KNF don't make the calls in Kusari.
Supposedly, the government composed of various Kusari factions leaders does.
Thus, brainstorming about Kusari lore isn't quite relevant here, since we have little control over it.
I don't know... Maybe some Devs should spend some time in a few Kusari factions to witness how difficult things can be and to iron out some ways to improve things.
But right now, it would be more interesting to find out if it's worth to retain officialdom.
Pros :
Own forum section.
FR5 which generally take a while to be processed and aren't exactly powerful since people will just create a new char anyway.
Theorical control over indies which is infact almost inexistant.
Cons :
Forced to be always active, which can be a core when you're not a faction in Liberty.
Being closely watched by the community, that will generally ignore your good doings, but will get on board the Rape Train and head right for the front cabin as soon as you do something labelled as wrong.
Is KNF benefiting from its official status? You tell me.

Let's say that Kusari is getting inactive, because devs taking away one piece of Kusari after another. First IKN, who died as faction in Bretonia. And together with Emperor, all usual Kusari RP, together with most of unlawful factions, were gone.
Even though developers seem to be doing all they can to screw things up, I vote to keep the faction and hope that sooner or latter they get something to think with. Sorry for such harsh opinion, but I just can't hold it inside. We survived 86 pretty much by ourselfs. Only got help from people who ignore any sense of RP and keep trying to build bases around Kusari illegaly (specially for devs and admins: think who and in what way support factions better now). And I am pretty sure that we can survive further, just gotta stop separating. Sorry, Yao, this time I mean rebel plot.
It might sound a bit weird, but what if you went back to fighting Bretonia? Gallia has Kusari under it's thumb, they could help fund fleet reconstruction in return for them becoming a kind of reserve force in their attacks on Bretonia... or Gallic cannon fodder.

That not gonna happen, because everyone who write storyline, without taking anyones opinion, fear that the mess they might create could turn badly. I welcome this sign of sanity, but it's kind of late, don't you think?
3-1-3 Not movable by unaffiliated tradeships
Is there a possibility to get a licence for this ?
I can find nothing in the rules or licence regulations to enable an affiliated freelance trader ( a member of the T&T/ trade fleet ) to get such a Licence.
Is the law meant to enforce regulations and licencing or is it to ban all Freelancer ID from Kusari trade and licence ? I would bid clarification here.
Also : Quite a while ago there has been a query from T&T/ to remove a name from the Kusari kriminal database, with no answer at the time.
As I wish to renew this query in RP soon, I would like to know if this is oversight or policy ?

Sorry to say, but I have had a hard time finding and rewieving laws, regulations and licence informations.
I do not think we have a license for the 3-1-3 part. It's just reserved for companies to transport them. And it only applies to those two commodities.
As for the criminal database.. it hasn't really been used in a long time and is not maintained anymore.
