There's absolutely no drawback in using 32 bit programs on a 64 bit OS. And since you'll have 16GB RAM, it'd be just stupid to run a 32 bit OS.

Just remembered the main point of this topic was to look for bottlenecks. If nobody can think of any then I'm finalizing my choices (And adding a couple 140mm case fans to deal with the 7950's heat).

I see no bottlenecks. The build looks complete.
This case should have some fans coming in bundle. I wont buy extra fans before checking the temps.
Note that the Sapphire in your build comes with relative quiet 2 Fan cooler idles around 30-35° I have the same cooler on my 7870XT, it is the same card actually but yours is with more ram- it is quiet and good card. You can download Sapphire Trixx tool and manually control the vents via temp graph- really useful tool.
If you are full silence junkie then you need to invest another 120$ in fans.
About the OEM W7- it is not true that it wont work with other board.
You can manually install and add all kind of drivers. Just the selected drivers delivered in the package are less then the standard versions. In general W7 does for you the driver thing on the Enterprise and Pro versions that I used at least.
