Well, yes, Roussillon DOES exist and is filled with Council, and to a lesser extent Maquis, Brigand, IMG and now Kusari Exile forces/civilians. We will definitely not bring massive stuff to Magellan, at least not within the near future.

(InRP of course, as I'm no god to control indies...)

No one is going to hand the fox keys just like that, perhaps you should first " claim " legality , dunno if you should use the " we are the alliance therefore we automatically have a status ) or dig yourself inch by inch until you eat the house from inside. Either case, liberty ( though its republic ) unlike other houses is closer to democracy and so " claiming " stuff shouldn't be so hard ".

Won't work that way, ebcause there is no Alliance in Sirius. Unlike the Coalition, which mantained its identity, the Alliance ceased to exist in the moment the sleeper ships arrived in Sirius: they chose different landing spots to divide useful resources, it's clear they never had the intention to mantain unity to begin with. The separated landings are the true tragedy of the Sirius mission.
What I'm saying is that recreating an Alliance faction now won't be an easy task, because it would be a "fictional" alliance. It's like someone here in real life would show up some day and pretend to reunite Europe by recreating the Roman Empire. Not a chance.
I'm not saying you shouldn't try, on the contrary I sincerely hope you will succeed, but don't expect that the "Alliance" word will be of any help to you. Noone believes in the Alliance anymore. So far, the only true show of House cooperation is the Treaty of Curacao: I suggest you take that as a starting point; build some kind of power base, estabilish relations with minor factions in order to create your little safe corner of Sirius, then add your signature to the Treaty and maybe at that point you can start a diplomatic effort to draw more factions into NATO. It's not perfect, and perhaps it's not what you had in mind, but IMHO it's your best chance.

I believe part of their job is to actually convince thehouses that alliance is better than separation ( prosperity proven to be better when united ) the eroupean union is comprised by nations that once hated each other but now live prospely ( as always though, there are exceptions ). This is one example that they can use, the economy card

The European Union isn't (yet) a tearing down of borders and making everyone the same nation, although clearly neither was the Alliance given they still had their own militaries, bases and then sleeper ships. To be honest, Sirius was likely rather similar before the Nomad war, with everyone trading with each other openly and obeying agreements like the Boorman Treaty.

The Treaty of Curacao would need to be rewritten, perhaps as a separate thing entirely, if anyone else were to become a signatory. Probably the most likely participant for this first would be the Colonials, given their proximity, friendship/alliance with three of the four signatories and similar intentions to the houses. VR themselves aren't so much in this position, although I sometimes consider N.O. as a mini-CR with a bit of growing up to do to get to our level. We did have around 20 years headstart though, don't worry.
As for NATO, it isn't really anything like the RL organisation and nobody else will really join it: all it does is compare the different ranks of the BAF and LN to see who takes command of joint missions. There isn't an actual name for the Liberty-Bretonia alliance, military and otherwise.

Yep Tongue Erasmas and Persia de Shahrizai. That's why I suggested that kind of course: it's always easier to hook up into a pre-existent system rather than creating a new one.

well i was talking about the eu union as an example of war-less unity, though each still has its sovereignty but share the same attitude towards other "worlds" and have trade agreements betw them ( millitary too ). My point is, use the existing houses to "merge" or perhaps invent a treaty of some sort, that's an achievable "goal" for this alliance faction.

I already knew Roussillon existed (it would've been ridiculous if I would've actually thought it didn't...). Anyway, I thought the Council had the intention of regrouping and rebuilding forces in Roussillon and eventually striking back at the Gallic Border Worlds and Core Worlds. In fact, for some time I thought some systems would've returned in Council hands in 4.87 (I thought this before the release of the 4.87 betas), after noticing, instead, that the royalists pushed even farther. I guess this stuff is for 4.88 or something in the long-term future.

Council is indeed building up forces in Roussillon, but is still really far from striking back at Gallia herself. It is still a long way to go, and who knows, maybe this new initiative will also join the long list of factions united with us against the GRN...
