Perhaps a sever message would help? Something like:
"The New York system is not a chat room. Unless you have a valid RP reason for being here, move on. As is all systems, OORP chat is forbidden by server rules."
Now that isnt exactly how it should be worded, but you guys get the idea Im tryin to express here. I HATE the fact that while the rest of the Sirius sector is just about empty, you'll always find 20-30 people flying around the NY system.
I also agree with the idea of making a new system for newbs to start out in. I'd put it smack dab in the middle of the map, with a JH to New York, New Berlin, New London and New Tokyo. Nothing else in this system at all. NO spaceports, no docking rings, no planets. Just 4 JH's.
The server kicks players who are in this system for more than 30 mins (max).
This system would be off limits to all players above the rank of lvl 30 and very serious sactions for any member reported violating this rule
The issue is there are far to many people who still hang on to the "new york system is the only system in which you don't have to RP" rule of yore. Maybe a console message is a good idea, maybe something along the lines of "You must RP in every system that include New York. talking out of RP is a sanctionable offense".
if they get too bad about it just report them and be done with it.
I'm going to start taking a stance that makes all blue chat in my screen IC chat, I'll be asking how the heck people can pronunce punctuation, treating 'lol' either as a codeword for the terrorists to invade, or as a shortened form of Lolling around, just try using smilies at me, those will be shot down quicker than I can shoot. the word server will mean waiter, and more to come, I had four pages of // chat today, so I //'d myself asking that OOC chat be stopped, there were way too many people at it to PM them individually, I got called a hypocrite. Enough is enough, bad roleplay merits a harsh stance and I will make a stand.

Well it is ridiculous. Here just today after my last post on this topic I play and go through ny. I see some players rping and others, just talking stupid oorp.
I would like to see more rp and less oorp in ny. When I went to Manhattan again in the cruiser no one said, "let me scan your ship", and from my understanding light arms are not to go through liberty, but no one said anything about the ones in my hold. I mean if you are not going to confiscate them at least ask where I am headed with them.
It is getting to the point where I really will just avoid ny at all costs. I would like to see more stuff like RM does. When I went through there they asked what I was doing. I told them that I was just exploring the area and establishing contact with bases. Their response? I was told to leave because they did not want a Junker Cruiser that close to NB, I was even escorted out of the system.
RM also asks all ships to state their intentions in a system message that says, "All ships state intentions in Rheinland Space"
If you must be in Liberty, realize that ny isn't the only Liberty system. Go to the other Liberty systems. Along those lines, lately smuggling is easy, just stay out of ny. Come on people, for good rp you police players work to make it so we have to do more than just avoid ny to become rich smuggling. The Grau Family is Junker, and Junkers smuggle. We of course do it very secretively and get away with the majority of it. I wouldn't mind at all seeing more of, "Halt Junker and let us see your bay."
You know if people in NY would do more rp and less chit chat I wouldn't have been able to bring over 10,000 units of cardimine to Manhattan. Also I don't see much inter-clan communication. One person may see me smuggling, but not bother to make sure all the clan knows. Case and point...a certain ship brought a large amount of cardimine to Manhattan, making quite the killing. When he launched SA flew right by without saying a word. I was informed that the ship was on the list as a smuggler, being as LSF saw him with cardimine but were unable to stop him....yet SA goes right by without saying a word.
Point being, there is way to much oorp in ny and not enough rp, and smuggling has gotten easy.

So in one word, If you don't cooperate, your presence in Liberty is illegal, you must stay dock or leave, if you don't...we will destroy your ship... , And as you may have seen getting registered is extremely easy,
You just have to respect the autority, obey to the orders, and do a little RP post on the forum. This way, OORPer will have to go on the forum if they don't want to have the Goliath or the Athabaskan on their asses.
