At least give factions the ability to give tech without nerf (at least to those who can use their tech anyway), which is basically them "supporting" (fixing/maintaining/w.e) the given technology.
I suggested a similar idea as part of the new techcompat plugin some 4 months ago in the dark little corner of Disco called the dev forums. In simple, a "green list" of sorts which would ignore a particular nerf rate if approved, so people could still buy whatever toy they wanted, but those who actually roleplayed for it and got the support of the owning faction, could fly the same thing without receiving a nerf.
This was not ignored and actually received some support from a good number of devs and admins, but it was kicked way down the priority list since there were more pushing matters hook-wise after 4.87 was released. It still remains as a valid option, but can't be done until someone actually gets around rewriting the plugin to include a green list.
My problem with the old system was lack of transparency. A character could dock somewhere and buy some equipment, then somebody would shoot them for it (or worse). Roleplay says if a character has good enough reputation to buy something from a vendor then they have good enough reputation to use it. The "other kind of roleplay" layering where nurp you need special permission from a guy who's never around or who gives some stupid threshold like kill 50 outcasts a month to use our LF turret, was and continues to be one of the things that makes this server hostile to new players.
Those of you who say switching to the transparent model has killed the server, lol sit down.
ps--If you are going to be revisiting the plugin then I will repost my suggestion to tie the nerf to actual reputation. Get rid of the separate technerf database altogether. For example, if somebody has 6 green bars of rep then they should only have 60% efficiency. If somebody has a rephack of .8 then they will never get less than 20% penalty. This also allows technerf percentages to be automatically reflected by SRP and such, if they have no rephack then then they have no penalty.
You're kind of forgetting the fact that "reputation" in this game is a complete joke. We can bribe any group for a relatively pathetic sum of money. Hell, a group that is absolutely hated by a faction can still bribe their way to full green reputation or do missions because, hey, this isn't real life. It's a game and therefore reputation is absolutely meaningless when it comes to in-game stuff.
On a more thread relevant note, please bring back the old system where it was possibly to permanently revoke technology. I think it's for the best that people actually have to work for what they want. I mean really, what's the point anymore anyway? There's just no motivation to do anything new, all there is to do is repeat what we've been doing for years now. Log on, do some pointless stuff all so in most cases we can pew. Where is the motivation for any sort of creativity? Where is the motivation for any stories? Don't tell me that they should be for the sake of themselves, that stuff takes serious time, effort and dedication. Since this community is not one for writing to be appreciated, then what's the motivation to do ANYTHING on this server?

A rep-based system would do that automatically via FR5
A "green list for removing technerfs" which can only be done by Admins would again put more work onto the Admins. It would be better if the faction leaders could somehow add those "no-nerf"/permissions themselves...

Not all IDs (if any at all) have rephacks to all the rest of the factions. After a few bribes, I could shoot Gallic Junker players with their own weapons as Council.
