I guess we don't know what go cool off means. This will get unlocked in a little while. When that happens, anyone who decides to post something here that is not constructive to the issue will not be able to say they were not warned.

First thing to do if we want to reverse this decline is begin closing off empty systems, remove the guard systems entirely and shrink down Gallia.
Next remove the jumpdrives, make cloaks available only to the intel factions, Wild/Aoji and the Nomads. Either rework or remove the PoB's, perhaps make them a bonus for official factions in the place of a guard station/system, without the upkeep demand.
Every three or so months allow official factions to have a say in the direction of their given faction, Zoners would need to be excluded since their RP states there is no majority government.
Add set wages for official faction members, enough to keep restocked on missiles or bats/bots not enough to buy another ship.
Limit the largest capital and trading ships to official factions. They embody that faction, make them feel like it.
Most importantly make the server feel alive, update the rumours and bar talk more often. Give hints to upcoming changes, misdirection towards special items and insider info into good trade routes.

Just a quick question,

I fly 90% of my time in official factions. Never saw a single word in game or in skype channels saying something like, "hey let's log and fly to Pennsylvania to RP with new players and attract them to our faction"

Note that this want to be a positive critic;

How much time does official factions dedicate to actively RP and recruit players and specially newbies in game?

if the initial start system was an ooRP neutral place like conn, then stuff like factions going there to recruit could actually happen.

I am proud member of Benitez family, I am regular soldier, so I can not fly anything above bomber, I have to follow orders of our Elders and I must conduct my char according to strict rules of the Family.
I, personally, don't complain, because of I like this and additionally this is the best group of people I ever met in internet. They are friends.
But from an independent player point of view I have nothing from being in the faction, besides restrictions. As an indy corsair I could fly every corsairs ship, do what I want, up to rules border. Nobody can tell me what and when to do and how. So what is the point for casual player to join faction?

Restoration of oficial factions means to give them more power. That means limits and restrictions for indy casual players.
We have to give oficial factions the power over cap ships, 5k trade ships, fun toys such as jumpdrives, cloaks or docking modules, and PoB, and influence over the direction of mod development and story.

Do we want to do that? Do Admins and Devs want to do that?

If we are not sure, so just forget the ​​officialdom of factions and allow players to organize in the informal groups only. less problems, less rules, less work.

Both good ideas. question is:

do the devs and admins have the... gumption to enact stuff like this?

@ Sabre; What I mean is that official faction players have some part of fault (me included). We complain to not having indies joining factions, but since I joined this place I never saw a significant effort when it comes to recruit new players, show the ropes, etc.

I don't think it's about having an OOrp system where to "fish" them, it's about not taking care to dedicated, lets say, a 10% of the time in game to RP with them while showing them how this game works, how amazing can be tag along and do convoys, etc.

If we don't accept we have some part of the fault, we have already lost this battle.

here's the problem. those arent official only things. anyone can do them.

thats the point a lot of people are making, its hard to recruit for official factions when everything can already be done by indies.
