A lot of what you've said rings true Remilia, the difficult part of your "punishing those who don't RP" requires them to break a rule in order to be caught and since the minimum RP to dodge that is two or three lines and 20 seconds wait time, it becomes an issue.
Is limiting ships the way to overcome that? No. Is putting those ships on a level that requires a better standard of RP? Possibly. The best possible way in my opinion is to create a better atmosphere in the server and forums to encourage a better standard. How we go about doing that is another problem entirely.
Anyway, I'm for placing RP limitations on caps. I was proposing not faction control over them but SRP (from my last idea iterations). And it's what you call the "better standard of RP" limitation.
I agree that SRP caps for indies (or even for officials too, that´s debatable) may help. The person have to at least prove he knows that forums exist so he knows where to find it and probably already read rules. Also has some lore knowledge and can speak at least basic english (because using google translator for bigger text is very often obvious).
Of course there can be ways how to go through the filter like hiring somebody to write SRP for you. Also there is problem who will approve all that applications (imagine the number especially on the beginning after SRP system will be started).
But what is most important about this, is that it brings responsibility. Player have to behave and can´t go to complete lolwut like shooting starfliers or shouting ooRP nosense into system channel. Because then after report the SRP can be revoked and then say goodbye to your carrier (of course without money refund for the ship or SRP fee)... So this may help to raise the RP standard in some way.

I personally would make little restriction (yeah, I know how some people hate this word) for indies. Nothing big really, just set their maximum cargo ships 500-1000 less than maximum for offical factions of same ID (so 4000-4500 for most corporations, 3300-3800 for IMG etc.). That will not hit their money making with pain, but on the other hand I believe lot of players will be interested to join official factions just to be able to fly the biggest ships. To have shiny toys, to be able to make little more money than as indies. Then officials can have something special while indies are not ruined.

yes, logic enough but look at the best aspect and the one who Will matter on server population: You get to fly a cap ship be cause you can write novels and at the same time you may be a Crapy, embarassing, unskilled fellow on that cap right?
see, the tallent for literature you either have it or you dont, is not something to be improved like biceps or reflexes for ping pong...
so, english usage, the understanding of that role and definetly the will to act like it supposed to depending on char, all these seem quite healthy and normal as requirements, but about your ideea of establishing a new class of elitism...i'd say you people never learn . it's a buck here
The main thing about SRPing for me personally - you screw after having your SRP approved and it can be revoked at any time. So just passing filter via hiring someone to write all the story etc won't work very well.

It won't, it will hurt it. SRP's are too hard to get, not to mention 250 mil is nothing to sneeze at. I know I would not be willing to risk losing 250 mil on a no, it takes too long to make. Also many players don't visit or register on the forums. There is also the issue that MANY players don't speak English so you will never get RP from them.

As for Liberty, that sounds like a good way to run a faction if your saying it a ruling council rather then one single leader, but do the lower echelon ever have a chance to move into that ruling elite? (I'm asking as I have no idea, not a member)
I dont think the changes I mentioned would make factions a majority, but it would drastically increase there presence, which is allot better then it is now I think.
In any case though I wish it was a bit easier to join a faction or there was more freedom in a faction, I don't have any issue with how it is now, I'm merely contributing to the discussion and topic of how I think things could be better. I actually don't expect anything to change as these threads rarely do actually change anything and usually devolve into chaos.
What about a scaling SRP rate depending on the size of ship requested? And instead of a small novel, it's asked that you describe what you intend to do with the ship and a small bio of it's captain/crew?
