I don't understand this argument very well at all when Player Bases in mining fields will buy ore for a higher price than the NPC bases currently buy scrap metal. I assume this would also be outlawed?

No it's not. Scrap mining is now hideously imbalanced, an unintended side-effect of this change. It will be rectified as soon as possible.
Not Junker hate at all. Exactly as Echo stated, Junkers weren't just meant to have easy money handed to them more than any other mining faction. It's an imbalance.
This is good step in two step process. However this one was the second step, the first one should be to reduce the numbers of mining fields to the classical 5 locations, because without limiting the huge number of mining fields in the server would actually decrease activity instead of increasing it.
Why?
Simple logic- the metagaming miner would just look at the systems list and would mine in empty systems only. This wont lead to more piracy activity but would lead for less mining since the money making process it would be faster and unchallenged.
If the scrap is OP just roll back the server with one week or so, balance the mining mod from scratch by bringing back the 4.85 version of it- 4 hospots and thats it all folks, just add 1 more Sigma spot for it and you are golden.
Please don't flood with credits the already flooded server- it is really bad for the activity.

No point in rolling the server back. The scrap fields were broken for roughly 18 hours. By my estimates only 3 billion credits were injected into the economy as a result.
