I think it would help if you have the Kusari News Sevice report on the upcoming visit.

Or if you want to keep it a secret in Kusari, get the Gallic news service to report it. They should be overconfident and boastful, right?

In my opinion, this would create an opportunity for smaller favtions to at least start their RP for this event.

We intend to have a news about it here, if Sol and Teta have the drive to write it.
Regardless, you can consider this summit is publicly known. Besides, a large Gallic force escorted to New Tokyo by KNF isn't exactly discreet.

Consider this Saturday to be "Kusari activity day" if you prefer. You can perfectly roam in Kusari and do your things without caring about this summit thing.
