The key, I guess, is to aknowledge your status, and your inRP weaknesses, and not to take losing too hard either. (And I am saying this because in old [Ronin] I often went to a fight with just 1 guy after we lost lots of battles because the rest were "cba we lose anyway").
It could be a great inRP platform, but the thing is, Emperor is an emperor. The Exiles are fighting FOR him. What will you do in a case that he tells you one thing, and you as the faction leader say anther? inRP you can't disobey him, and if you would coup against the emperor, you would lose the last card you had up your sleeve which would be the admiration of the population.
And I am saying this, because it happened before, so, it's something to consider.

As said, the Idea is at its infancy mode .. But I would really want it to happen or start with ideas coming from those who are interested in the community. Plus rarely did I find any Info about Kusari Exiles. So, for now, it will be a complete rewrite or start up for the exiles.

I don't think you can rewrite a lore for a faction, mostly since it has an extensive lore.
I suggest that if you wish to create the faction, you advise with someone who has knowledge of the lore and can guide you through it.
It will just help you on the long term to avoid breaking the lore, and generally be accepted in the community as a new group.

Yes, as Exiles, they don't have much strength in terms of firepower inRP, so, basically they wouldn't win a large battle if fought without any help from allies.
Considering the loosing part, its all okay as they aren't meant to win a battle but occasionally hit and damage the enemy when their strengths are less or they can hit a hapless patrol group.
& about the former emperor, so, basically, Zelot has to approve of it, isn't it ?? or else he has to rest power to one of his generals to take decisions for him (when he plans to stay away for LONG time). Right ??

Pretty much that is what I was looking for. An experienced Exile Member/members. Or persons with knowledge about the Lore who can share some ideas about this.
EDIT: I was more interested in joining with members concerned rather than creating one of my own. For now, with my disco experience, I wouldn't say I am well enough to start or revive this old faction which has tangling diplomacy as per my view.
