well yes.. but the only proper RP ways are dealing with pirates or hiring protection... the one you mention is as ooRP as it goes.

This should also apply to idling people without a reason to be there. Stay there if you have a real job to do.

go to NY and watch a dozen starfliers or alot of capital ships idle above Manhattan

I wouldn't waste my time with watching and joining them as an additional system idler or camper. Idling without a reason is nothing different from system camping which is already prohibited.

Roleplaying is good but what if you do not have a real job to do in New York? There are lots of systems to roleplay. Don't forget that every single idler is an additional threat to the server's stability.

The arms dealers I've seen in New York (the major ones anyway) generally sit in the 'instant dock' zone of Newark Station.

No longer active online due to a dwindling amount of non-PvP (trading, pirating, mining, etc.) fun in the new version.

Nope, I used to use the quick dock near the mooring Fixture

Hmm, i've been contemplating moving Bill Mason out of New York for some time anyway. I am thinking I will either set up shop in Colorado or New Berlin. Either way, I think it is ultimately a good idea to get less people hanging around in NY.
