I agree, theres no reason they cant keep RPing as the faction with unofficial status if they want to afterall. However reducing the required time may be a good idea due to the lower player count.

Believe me when I say that the notion of logging merely to satisfy some thirty-hour limit or so would do nothing except put me off playing Disco even more.
As it stands, there is very little motivation to log coming from the GRN| side due to most of our ZoI being utterly devoid of people, and because the part that actually has activity (Bretonia) has basically become some sort of text-only RP zone, with the defense of Queen Carina's realm left to those handy little instakill docking ring missiles strapped to New London.
Faced with a choice of either shooting nothing or shooting things that fly 50k to safety then ignore your very existence, I don't think our current state is very surprising.

They were offered help many times, but the past leaders didn't see the faction simply dying and with that dying Rheinland as whole.
The motivation to log shouldn't be forced, but instead it should be encouraged. If the activity checks would be made now, all we would achieve is the removal of half of disco official factions... I think it would cause more harm than good.
All we need is encouraging official factions to start playing a big role in discovery again instead of trying to kill them.

It's one hour per 5 different faction members now. That's FIVE hours from FIVE people per THIRTY days.

True and admins've recently tried to give some advantages to official factions, like core 5 bases.
Something that makes official factions log should be thought out. Interesting and compelling, but not in a way that forces them to log. This may make them lose interest after 2 oR 3 months. And they may disband like the others did in the recent months.
Their fun mutually depends on their opponents logging in too. So, we cant blame them really. Its a cycle of activity, when one initiates, a group follows and when one fades away, the whole cycle falls apart. Like the Delta case, where the AI log in now, and that has made the TBH and other corsairs log in frequently. (The corsairs were branded dead, only some weeks before that)
So, every faction needs an initiative from other faction, or other indys to log in and do what they do. Trade, mine, raid or whatever. There can be storyline changes that might make them log in more. Tech changes, ZOI changes, or even a remote commodity change that will spur up their activity will do. But there are not enough people to sit down and discuss with the leaders od the inactive factions as to what they want, what would make them log and what would make them have fun.
Analytically approaching this situation is better than just forcefully making them log in. Also, it might be useful to discuss with said faction leaders/HC members. Like, what made them so active few months ago. What made them log in everyday. And what made them one of the most active factions. Just a month or two before, I saw Reavers and KNF at the top of the activity list. Now, they are with less than a days acitivity.
So, analytical approach, discussion with faction leaders, a bit of patience from the devs or admins to listen to their concerns and what made them active in a past period of time, might yield some better results than activity checks. After the situation has been cleared out, they can resume activity checks.
