First, let me say that you mastered this situation with excellence, a good beginning for your career indeed!
Well, it is a pity that the ion storm prevented you from getting that smuggler, but, as you already guessed, we will have to look out for him from now on. In order to get him on the official wanted list, we always require footage of the suspect's cargo bay though (//screenshot of the cargo).
In case you got some nice shots of catching him red handed, please keep them in your database in order to have evidence, should the suspect appeal to his case - this generally doesn't happen with smugglers though, as they know that they are breaking the laws. Still, there are some rare exceptions and discretion is the better part of valour.
I guess this is all for now. Should the Ventana dare to cross our space again, it will find itself monitored tightly.

Good evening sirs,
Today's patrol was quite uneventful, and began with only myself and a fine pilot of the QCRF who had heard rumors of a Kusari attack that was to take place this evening. The rumors turned out to be false, and we were left to our own devices to entertain ourselves, as it was a very quiet night in Bretonia. We decided, after chasing a Bounty Hunter Gunboat which seemed to be fleeing us, but turned out to be clean, that we should spar in order to keep our wits about us. We moved to, what we thought, would be a deserted area of New London, and began to spar. A molly gunboat patrol interrupted us, however, and we decided to call it quits for the night after the Gunboat was dispatched.
Soon after our sparring match, constables Lawrence, McNabb, and Roxburg all became active, and launched. We chatted for a bit, and came upon my request for an armour upgrade for my Hussar. We decided it was prudent to get to it, as I put in a request for an armour upgrade near to a full week ago. I have acquired the upgrade for my armour, and would like to direct any suspicion unto me, rather than the others (in fact, the majority of them had nothing to do with the matter) if I did not go through the proper channels to acquire the armour.
After the armour debacle, I resumed patrol, and took up a post near Kennsington Shipping Platform. There I spotted a Kusari Destroyer marked with a USS tag! I informed the rest of the squad, and we decided it was prudent to ignore his request to not follow him. He had no pilots in his hold, and seemed rather passive. Constable McNabb escprted him out of Bretonia without any trouble.

Good evening sirs,
While I was enjoying a tea after a rather quiet patrol, my long range scanners spotted two [OTC] tagged ship in Cambridge. Knowing our tense relations with these ships, I directly went to Cambridge planet to find there [OTC]Mule.
He complied with everything I asked him, and told me he was carrying VIPs to Kurile. He seemed rather compliant, but then [OTC]Ivan showed up. He blatantly refused to obey any order and fled with his shipment of Pharmaceuticals to Crete.
I would recommend not to try to talk anymore with Ivan, as he simply ignores it and flies away. Moreover, given his implication with the Corsair [OPG]Asno, I think he won a place on at least the Wanted List.
I then discussed a bit with [OTC]Mule, and learned OTC was standing for Omega Trade Company. They supposedly trade throughout all the Omega system, but they still appear to me as a rather disparate bunch of smuggler. Moreover, once out of scanner range, [OTC]Mule began to refer to last night when many of our Constable where taken down by Asno. I therefore suspect he is not as innocent as he looked like. I would therefore ask [OTC] to still be closely watched.
I also met an Harvester during this patrol, that began telling to me about some biomass when asked to drop pilot prisonner. I began to chase him, but he mysteriously vanished after using a Jump Gate. Pretty strange !

I agree with you concerning the situation of the wanted list. Basically, the bounties already are there (just take a look at the very first messages from Sir Lauderdale) but they are hardly getting noticed by the bounty hunters out there.
Seeing our allies in Liberty openly announcing the local bounties in the Sirius Employment Network, the time has maybe come for us to do the same. I will contact Sir Lauderdale on his private emergency frequencies right away (I hope he even has them enabled aboard the Hawaii...) and speak to him about this matter. Please be patient until I have received a reply from our Superintendent on vacation.

I do believe that this has been put off to long enough!
Congradulations to Sergeants Cooper and Vimes, for you have just been promoted to the rank of Captain for your outstanding accomplishments. In addition, Captain Bruce Scott is hereby presented with the rank of Inspector, should he choose to accept it.
In addition, Constables McNab, Whitacre, and Roxburg are promoted to the ranks of Sergeant. As the BPA grows larger, a broader command structure is needed.
Last but not least, with Constable Lawrence's and Cooper's suggestions, I have decided to petition to NSY to create a new communications channel. This channel will list specifically those criminals so heinous that they must be eradicated with the aid of Bounty Hunters.

Officers,
Do not forget that Captains may approve new recruits. The BPA, however, was founded on the grounds of honor, efficiency, and dependability.
I trust your judgement to admit applicants of ability(RP-wise), but most importantly, maturity.
As inspector, Mr. Scott, there may be some more paperwork. But as of right now, all that will be entailed is that you will begin to have greater power towards the shaping of Bretonian politics and policies.
In addition, the Queen and I will be drafting up a new list of laws for the BPA(in .pdf[Adobe Acrobat] form). This will be the definitive, print-out, version of the laws. Once they are drafted, make sure they are enforced to the letter!

Subject: Patrol report, Osiris in Cambridge!
Gentlemen,
first, let me thank you for the promotion to the rank of a Captain! Congratulations as well to all the others that got promoted! I'll have a little tea party in my office next week! As well, I wish Captain Vimes a happy birthday!
Furthermore, I am glad to inform you that my cousin, Timothy Cooper, has decided to join our force - he will occupy the rank of a constable, flying for the Special Response Division, in a Challenger. I guess we won't see him that often (since they are a kind of emergency unit). Still, I think that our SRD units are now needed more than ever, considering the number of enemy capital ships in Bretonia.
Well, on to the rather sad patrol report now:
the recent Corsair invasions don't seem to break off. Today, as I was on patrol with Captain Vimes in Cambridge, we encountered another supporter of the enemies, [OTC]Mule.
He ignored all of our orders and blatantly docked to Cambridge Research Station. From there, he not only taunted and provoked us, he as well called support - as usual.
I suggest a new treatment for the [OTC] traders - shoot them until they are complying. Nothing else seems to work for them. I hate to consider such measures, but the support of the Corsairs just cannot be allowed!
Well, the "support" arrived a tad later. One Osiris Battleship (Lorenzomus), two Titans (Eagle_one, Tukor). This certainly is a proof for the insanity those Corsairs are living in - a battleship to get a smuggler out?! Well, our conversation with them was rather unnecessary:
After a few more words from us, they engaged. Of course, the smuggler used the opportunity to get away. In the following chaos, the helping [AmunRa]Murazor, a BAF gunboat, was destroyed, as well as Captain Vimes' Hussar which got hit by one of the Osiris' salvos. A mercenary that had been called to help, Escorter, managed to stop and destroy the fleeing smuggler though.
As Escorter was destroyed as well and I was left alone against the Corsairs, I, once again, retreated to the Norfolk.
I will get those Corsairs on our wanted list immediately.
