tl;dr: Official factions may submit rephacks, so that the character involved will always be hostile. Meaning if you refuse to listen to the LPI officer and he manages to get good screenshots of your cargo and your name. You could possibility be FR5ed and rephacked hostile by all Liberty authorities. This can be circumvented through playing it with RP, by deciding to listen to the LPI and pay a fine, etc..
