I mean, I'll tell you this...it's an interesting idea, and frankly, I think you're the only people to have come up with it. The only thing is...it's also a slightly oorp idea. Why not just use a trader? or, make it unaligned with the OPG?

You should allow for adjustment on that rule about only one GB in bret, say the BPA/QCRF get there collective act together and get a large fleet out there, your going to be hard pressed to down their hussars in titans/preatorians. Just mention that that might change depending on the situation.

The one-gunboat or no cruiser rule in Bretonia can be overridden by myself or one of my scourges. So if we absolutely have to, we can. But if none of us are there, then yes the lower level guys are screwed:P
