So there's an another moneysink:
Make armours occuping 0 cargo space, it would make snubs able to mount CAU8s for a incredible price but it would give a bit more protection than standard 2,5 one. The CAU8 itself is a very expensive toy and seeing it mounted on a snub vessel would be relatively low, but still a few people would be mad enough to do so.
Yeah, sure man. Of course. Oh! Look at that Sabre with a CAU8 coming straight at me! No biggie, man. All I have is a good ol' AU8 to keep me safe.

Oh wait, so it is actually a matter of perspective, isn't it? How could it ever be used to support an arguement then? Well, it can't be.
In the end all what we have is that trading attracts piracy, piracy attracts lawfuls, lawfuls attract non-piracy aligned unlawfuls, effectively rendering trading to be the root of majority of interactions and combat in this game.
So while this specific idea of a money sink is horribly bad (for other reasons than what you outlined), this way of thinking of you and Fluff isn't better either.
EDIT: Honestly, the least subjective wording would be that it creates difference between the amount of opportunities granted for those who are fond of making an effort to earn them and for those who aren't.
