For a start, I'd recommend not to jump so quickly on making it.
First thing you should do is to make a Hogosha character, and try it out a bit.
If you like it, then take it to the next step.
Rushing things is bad.
Oh, and when you finally decide to make a Hogosha faction.. I'd recommend to find some 5-6 people who would be willing to RP as Hogosha.
Not just to register and never log in. But to actually play it in space.
Black Dragon society had this problem, so I'm talking from experience.
It would be silly to repeat our mistakes.

I also have no idea why are Hogosha NPC's flying CSV's. No one ever really explained that.
Kusarian shaped ships fit their purpose the best, and their RP the best.
But it is silly to use the KNF best weaponry and armament for a mob.
That's why I hope Black Dragon VSF will be implemented.

CSVs are pretty handy. 140 cargo space, if memory serves. That in itself will be useful for smuggling, salvaging, and various other tasks. It has fewer weapons then most ships, but it's still nice. If that VHF is approved, that'd just be dandy! I'd rather pilot a CSV then a KNF fighter...
I have a couple ideas for the faction so far. The name will be the Kitsune Clan. They are a clan of elite pilot 'warriors' within the Hogosha. Their goal is to further the overall objective of the Hogosha, but their aspirations are unknown. (So far, I haven't thought of any yet. I might think of them later, but may keep them a secret until a later date.) That is all that I really have right now. What do y'all think so far?

If you are going to be Hogosha's best warriors - you should fly Eagles or future Black Dragons.
Hogosha can smuggle Arifacts to Kusari (I already asked for Artifact price increase, no need to do that again), keep the Junkers out (interesting RP events possible, with the new Junker faction), Pirate in Tau-29 (mainly stopping Cardamine smugglers) or Tau-31/Leeds (altering Brettonian economy).
They can also cut GMG convoys and destroy them, but be sure to do these things away from KNF/KSP eyes.
And be sure to deny everything later.
They also have many enemies in (or close to) Kusari.
Blood Dragons, GC, Outcasts, Junkers (S-13, some of them even enter Honshu sometimes) and GMG.
I'm never bored on my Hogosha character.
As I said, RP potential is enormous. I'm sure I'v forgotten something, but I just got up.
Oh, and that VHF won't be approved, as it's Junker only vessel. Just because Hogosha is using CSV's doesn't mean they can get their hands on Collector design.
It is an enemy ship.

If you are going to be 'elite pilot warriors', you'll have to think on who it is you are fighting... apart from the Junkers, there are not a whole lot of targets for the Hogosha around. BD and GC, of course, but while they target the Hogosha, there's no profit to be made from hunting them. The smuggling is where heart of Hogosha operations should be, imo, and that is why the Kusari Legal Codex gives considerable slack to Hogosha smugglers.
edit: I'll bow to choppers knowledge: there sems to be fighting to do. Still, I'd like to see Hogosha smugglers.
