It was said, and generally agreed on, that lawfuls may shoot at and kill traders/smugglers carrying contraband, and refusing to drop it.
Now on the flipside, are unlawful factions allowed to shoot traders carrying contraband into their home system? Ie. Corsair battleship outside of Crete, finds a trader with cardamine or passengers.
After being ordered to stop/drop cargo, if the trader doesn't stop and tries to dock on Crete, is said battleship allowed to open fire on the trader?
ID-wise, no, unlawfuls with territory are not allowed to attack unwanted Traders, but I expect this to be changed next version for at least the Corsairs and Outcasts.

joe, but question was if you can that make in cruiser/bs. many times happend to me that i was with bs in front of crete, and trader with passengers come to crete. when i kill him, i have sanction on board, when i allow him i am total OORP, because corsairs have not enough food and someone come with another 5000 people...

Yeah, this is the situation I'm talking about...
I understand the no piracy in cruiser/battleship rule, but in this case, the unlawfuls are trying to be lawful policemen (of Corsair/Outcast law)...
But I guess epyon and co were right, the ID doesn't allow it, pirates can only 'pirate' traders for all their cardamine/passengers/artifacts etc.
personally, i've got to agree that the Outcasts and Corsairs have the right to enforce their own laws in their own systems. That would make them 'lawful' at home, but criminal everywhere else. The Outcast and Corsair ID's should probably be adjusted to reflect this.
oooooooooohhhhhhhhhh i can wade in on this one, this is a pet peeve of mine.
I had this out in another thread ages ago: its basically like this:
Lawful in a cap ship - you CAN engage/destroy a trader/smuggler breaking the rules in your systems...
Unlawfuls in a cap ship - you CAN'T engage/destroy a trader/smuggler breaking the rules in your systems...
This was confirmed to me in the thread by hoodlum himself. When i pointed out that this was a double standard and unfair on unlawfuls he stated that the rules didn't have to be fair for unlawfuls (or something to that effect) and that thats just the way it was.
This law applies to POLICING - while i personally think pirates SHOULD be able to tax in a cap ship, i can see a reason why its not allowed.... I do however strongly disagree with this rule as it pertains to pirate factions enforcing their own rules. It is a complete double standard to say lawfuls can and unlawfuls can't.
To get this rule changed i believe Igiss has to give it the tick... anyone sent messages away yet?
Until then unlawful ladies and gentlemen... you cannot touch a trader while you are in a cap ship unless he has dropped your shields down below 50%....
