If you restrict the enforcement portion of the id to their home system only, but make it the same as the other pirate id's everywhere else, then you wouldn't have that problem. In other words, you can only enforce Outcast law near Malta, but everywhere else, you're just a common criminal.

I think you're missing the point of what I'm suggesting. You have it specifically state in the ID that you may only enforce Corsair/Outcast laws in their home systems, and maybe within 6k of their bases (a big maybe), and nowhere else at all for any reason.

What is to stop them from doing the same thing in the Omega's, or the Sigma sectors?
Some of those zones could be argued that they are "controlled" by a pirate faction.
Life as a pirate is NOT supposed to be easy, hense the term CRIMINAL.
Pirates have the ability to leave their zone of influence and continue to pirate.
Are you going to allow lawfuls to leave their house systems to chase down smugglers or enforce order?
Lawfuls are restricted to their House space, outside of that they are nothing more then freelancers with shiny things on their chests. So why should pirates be allowed the possibility to increase their influence when lawfuls can not?
Whats to stop them? well.. the same thing that stops lawfuls!? Clear areas where they can POLICE. NOT PIRATE.
You kinda missed the point, no one is asking to PIRATE in cap ships, they are wanting to enforce their house laws within their house systems... exactly the same way lawfuls do. No one is asking that they increase their influence outside of their allotted areas, nor are they asking for something that lawfuls can't have... in fact its the opposite, they are asking that , in terms of POLICING house laws, they can have the same rules AS lawfuls.

I can except that it is an unfair world, especially for pirates/smugglers but it leaves one small question.
Does that give BH ships the right to do that in any system?
I mean kill a trade ship with contraband?
They seem to think it does. Contraband in liberty space for example is an offence, to be enforced by Liberty law enforcement. Does that mean BH as well?
Does Liberty qualify as "in your systems..." for the BH?

Actually, I don't see the BH as a law enforcement entity at all. They hunt bounties. In RL, you don't see Bounty Hunters writing speeding tickets or making drug busts, you see them going after their mark. At any rate, the change I'm suggesting would be limited only to the Outcast/Corsair ID's, not to everyone.
If you guys can't stop traders with a gunboat, how do expect to do it with a battleship ... Block the
mooring fixture ? Is this about sitting around in Gamma in your Legates and Osiris's ? They are for
stopping the Outcasts, not whacking traders ...
To be honest I'd rather see the lawfuls using less capships for interdiction, than letting the whole server
use them to hit freighters and transports ...
And to echo Global-SVK ... Every pirate and his bloody dog would get an Outcast or Corsair ID, and it
would become the excuse for any form of piracy, in any ship. Not going to happen.

I can take out the advanced trains just fine with my LSF gunboat... did just that earlier today when defending zone 21 from a smuggler trying to get through the gate.
The real problem is how useless Cruise disruptors (barring train cd's) are against them. I used nearly 30 cruise disruptors to keep him out of cruise while I shot him down, most of them had no effect, and the only reason I was really able to stop him was because I got lucky with the CD's that did hit properly.
Train disruptors work great against them, but if you use a train CD in any area with allied or nuetral NPCs, you can be sure they'll go hostile before you can snap your fingers. Unfortunately I dont see much way around this - most lawfuls would rather use non-train cd's for this reason, and it makes smugglers in trains very difficult to stop sometimes.

Why do they go hostile when you fire a CD? I remember pirating someone, and when I fired the Train CD onto them outcast NPC's started attacking me. (I'm an outcast on this char.)
