I am talking about the gear you get as you purchase a ship. I am currently recording the first few episodes of this year's start-from-scratch let'splay and this is one of the more annoying things I've come across so far.
If a ship costs X amount of money and you go there only to learn that it is actually Y (a transport + a set of Dulzians) and you cannot pruchase it even if you intend to sell the turrets off anyway, it can get a bit bothersome.
Which file is responsible for the ship loadout upon purchase?

Snak3 actually brought up an interesting subject.
Should all fighter ships come with top shields/thrusters/scanners? Capital ships already do, for example. They do not add that much more to the ship cost and ever since we removed low tier guns, low tier thrusters and shields are the only ''remnants'' of the so called ''progressable'' equipment we have.

there is no point for transports to come with weapons. for newbs its confusing and its counterproductive for all. not that i buy much else, but when i do, so often i find that its not possible to buy its equipment at the same base. which again isnt good for newbs. so i do think there is a mis-mariage of the two in general. and shipyards as such are hardly befitting the name. each npc faction needs their own 'proper' shipyard where all ship purchase activities can be performed in a sensible manner for all applicable ships.
The ship packages (the equipment you get upon purchase) are located in goods.ini
There is, for example, an entry for "dsy_insurgent_hull" - which defines the basic price of the mere ship and also tells the game which ship you are actually buying;
and an entry for "dsy_insurgent_package" - which first references back to the hull (so it knows which ship) and has entry for every piece of equipment the ship comes with and in which slots those are, this includes contrails and lights. Note that upon purchase the price for the equipment is added to the basic price of the hull.
Well, I'm for increasing the base cost of the ship, but giving it full package withno armour. It's sad when newbies fly in shippies they've managed to get and equip, but it is still either poorly equiped or with wrong stuff at all. Standarizing packages would help them to star in +/- equal way to ones who've spent a while on the server yet.
Actually for a newbie making his first steps in freelancer situation looks like follows:
1. a)Earning first money on missions / trading with poor stuff they can buy on starting planet +/- destinations.
b) Restarting as beginner and mining helium if they were told that's the faster way to get rich.
2. Looking for an interesting snub and realizing its low price: most snubbies are somewhere between 2-3 mil.
"Hey it's cheap I want it."
3. Hey! We've got an problem. To fully equip this ship they will need to spend much more money than the equipment price says.
Guns, mines, CM, shield, thruster, scanner = +/- 5 mil in total & 15mil for armour as well.
The thing is newbies don't know that armours other than 15mil one aren't worth buying.
If all the stuff mentioned above would be attached to starting loadout, it would make them realize that the ship will cost more. However, they will be already able to stand +/- as equals to the rest of the server.
What I'm for is giving every snub loadout:
graviton shield, enhanced thruster, 2 debs with 750 m/s, rest flashpoints, mosquito CD, fortress/sentinel CM and advanced deep scanner
So after all, ships package price will be increased only by +/- 5 million, but it will be properly loaded with everything expect armour
I hate getting the amount of credits companion says i need for a ship, only to find out i need millions extra because someone thought it was a good idea to force a loadout on it, it's been a problem for years.
Remove ship packages, literally all they do is be annoying.
