I can not talk about Kishiro, but Samura has always tried to support it's members to show interest in the command as well as forum side of things.
Some people don't want to do that, their choice to enjoy this community as they see fit.
If a week is too long to wait, I am afraid from my experiences in the past, you are in for disappointment from quite a few factions.
The offer will always be there for anyone that thinks they can change a faction for the better, join up and go for it, most faction leaders would agree with that statement I think.
I can tell you with Samura that assigning a 2ic would not help, they already have a council of sorts known as the Board of Directors and any member that wishes to input is welcome to.

I know first hand it takes like 5 mins to reply. It's just they are lazy and are derping off in the OFL Chat

alright, then it's sad to see important factions not answering their transmissions for over a week but what can i do?
I will have to wait for a month so representative of certain factions reply back ... and by that , i will not be disappointing to you .....
You know what, i never expected such a shocking replies ... i thought that faction leaders will rush in and say we are here, we will enhance activity and we will reply faster

If Samura controls the parliament, do they sabotage themselves?
Or is it the Navy dictating terms and telling Samura to play by their rules even though Samura is more popular?
The players who represent KNF and Samura do maintain the Kusari government which is supposed to be Kishiro backed, so yes in a lot of ways Samura do sabotage themselves sometimes.

You have completely misunderstood me. The whole idea of roleplaying here is to enjoy it. If someone is making it a burden, I am not forced to suffer through it. I will wait until such time comes where I am in the mood to conduct roleplay to the best of my ability, rather than doing it out of necessity.
I wrote the reply and was about to post it when someone in the in Samura chat said ''dude locked the thread''. I was like ''What?''. That can't be, it's only been 3 days. I had already replied to two posts today and was doing yours as well. I guess you were to hasty or whatever. Okay...

Sorry to disappoint, I am not a faction leader, I helped set up the modern Samura faction and at the time was it's most active "forum" RPer, because that is what I liked to do.
It never bothered me waiting a week for an answer, I would just move on with things till I got one, spent over 6 months on some things I was trying to get.
If it makes you feel any better I can tell you the following; The Samura faction is aware of your transmission, the leader has stated he is working on it and trying to balance it out with other commitments.
I understand your stance that good communications help activity, on the same token you should never let your source of activity rely solely on the whims of others, that will be disappointing.
