The 500mil are there because it's not an easy sum of money to put together and proves that someone have spent some time in at least "playing" the bloody game before starting to make factions. It should stay.
Even if that one powertraded, he had the chance to be part of player interactions while doing it.
Furthermore, please consider that reviewing factions under approval consumes everybody time too, which could be instead spent playing.
Those 500 mil prevent the guy that got up this morning, joined the mod and wants to make a faction in the evening from eating everybody time.

Blodo the 500 million fee was a necessary evil introduced when we were getting five of these utter bull posts a day.

If it goes we'll see the smae happen again and folks get tired of shredding things apart, unless those persons happen to be Axe, Bluntpencil or Koolmo. Look at the Black dragon proposal to see why the 500 million should stay. That's just one example of the crap we had to wade through at one point. Hood's currently removing the others.

To be honest with all of you...

I see no problems with the current system except for the fact that we should subject factions that were created before the institution of the 500 million rule to the same standards that we have subjected factions since that rule.

Without the 500 million fee, our forums would be inundated with poorly thought out faction proposals, just like prior to the introduction of the fee.

As for the number of factions, there really is no problem with the current arrangement. People balk about not being able to form "overlapping" factions in the houses, and now, others talk about how this prevents them from RPing new things...

But for all the faction proposals for overlapping house lawful factions, I have yet to see one that actually presents something new. Those that have presented something new, such as the Bretonian Privateers, were given their own ID, and as a result, their new role and function.

As a result, for those who want their own factions that overlap with existing ones, accept the truth. I'm not trying to insult, or to provoke. But look deep inside yourself and think.

You don't want new RP, you don't want a new role. The real reason is because you want to be boss.

Really people, it's rediculous yapping on that it's "Too complex" etc. How bloody more simple could it be?

You have currently:
Independants
Un-Official Factions
Official Factions
NPC faction controlled by Official faction.


Proposed:
Independants
Un-Official Factions/Groups
Official Factions
NPC faction controlled by Council of Official factions.


Now how exactly is that complicated?

You're saying that the Black Dragon's proposal... which became official again recently... was crap? I presume (or hope) you mean something else.

I concur the 500 mil faction fee is necessary, but i currently fail to see any incentive to pay it. I don't think the answer is to punish unofficial factions, by removing their posting rights, but to create more incentive for officialdom. Maybe give them a base in an allies guard system or something if they are approved, but nothing too fancy, or profitable

All right, fair enough, but how about introduce a refund should the faction be granted official status? This should give people even greater motivation to get it right the first time.

Anyways, this isn't as important as the first question in my post. I would like a comment about how poised the admins are to force in the "council" system, considering the likely detriment it will have to faction RP. A council idea is a great RP idea, if the people making it aren't forced to stay in it. If they are forced to do so, they no longer have anything to lose (can't get kicked out, can't leave on principle, can't dissolve the council to make a point... etc. etc.) so it changes the way they behave, and then - it's no longer believable. Do you see my point?

Absolutely. Which is why most of my characters are independents.

But there is a difference between being the "boss of yourself" and the "boss of a whole bunch of people" in a faction.

The point is, it's ego that drives people.

There's simply no reason for a faction to exist for such a reason. A group, sure. Just not an official faction.

This goes for unlawful factions too. Do we really need 5 different offshoots of the same NPC factions? Some of them need to be consolidated.
