Is there somewhere where capital pilots can register their capital ships for approval etc with the Outcasts? Hugo Dravis, my Liberty Rogue character who flies the Drax (Outcast Destroyer, Liberty Rogue ID, Liberty Rogue Guard tag), was second in command of the old [LR]- faction and has been flying the Drax for over five months, until it dissolved (in RP the faction was wiped out at the battle of Ithaca, with few survivors, one of them Hugo Dravis). Since then, i've been helping the official LR faction and generally raiding in Colorado and occasionally NY and Texas.
So yeah, I hope we're not going to have any issues with that one. But it would be nice to have somewhere to register officially authorised independent Outcast capital ships so we can see a list of who is authorised and who isn't.
I think the Drax has sufficient RP. See, people? How hard was that? He's able to outline that, and back it up with an old faction that dissolved. I know that's not the norm here, but still, you can tell it's good RP.

See people? Stop with the "OMG you hate independents" flames. Even scratchwork for RP is better than nothing (not that Kuraine has only scratchwork, you should see the pile of info for the new system he's working on), and Vero's post was like the sun blazing through the clouds. Kudos!
And if I am forced to write my nice, big, red text again, I will fine you all 100 million credits, buy an Outcast Dreadnought and a flotilla of Destroyers and show you how its okay if the indie RPs.

If a player willingly surrenders thier capship does the faction give them the lost credits back out of faction funds, as a subsidie or do the indies eat that too?

That will NEVER happen , unless someone intentionaly wants to prove I'm wrong and give 800m to an indi who sold his BS.
A battleship sells for about 800 million, but 250 of this is a license (which can be sold on the stock exchange here, I paid 200 million for our license), and when you sell the ship, you get half of it back.
The Outcasts aren't asking that independents just downright throw away 8000 million. At the end they've only really lost 250 million, and they still have like 500 million left, plenty of money to buy a fighter, buy a cruiser with another faction, or save up a bit and buy another battleship at another faction.
As for the 66th not having the authority, the best way to see this I think, is to take it that a higher power has given them the authority to act on this matter, so while perhaps they do not normally have the authority, they're backed by the government.
there are two issues with such a rule. what happens to those that got their ship allready? - and will all, not only non factioned people have to justify their ship officially? ( that means, will all playerfaction warships have to be justified, too by the same standards? )
or will it only apply to future purchases ( in both cases, - of course playerfaction & independent warships alike have to be considered by the same standards )
either way, its a lot of work to reconsider the ships. what i d suggest is to make a RP thread for each warship in each faction with a brief destription, its crew, captain, history ( if any ), operations, merits etc.
such a thread should not include comments about others RP or story, but only be there to read and write their own story. - it would also act as a roster of all "registered" warships a faction has ( no, not a playerfaction, but a NPC faction )
and those that aren t really too used to write a little story about a ship can see how others, more experienced members do it. - in the end, we don t want to get rid of the ships, do we? - we just want them roleplayed.... thats what the intention of this measure is, isn t it? so the best thing is to have others learn from the experience of the established members. - so no one feels bashed on.
