I voted that they should be universal, since that's what 'civilian' implies. My only exception to that would be that if there is a version for your faction, you should use that instead of the civvie version.

The thing thsat sparked this was Corsairs using class 8 civilian shield-killers, which they do not have.

I don't see any way that anyone would 'not' be able to get their hands on a civilian class anything.
