No, I didn't. The player who gets the ID, tag and money for a cap ship isn't a civilian. That's why he doesn't have a civilian ID, he's an outcast in this case with an outcast ID.
So you're telling me that a single player's RP should supercede a faction's RP? The point of organizing a faction is to create a governmental system and increase your sphere of inluence. That's what governments do. So, where's the spoon?

Ok fine. If someone has an outcast IFF and an outcast ID, then they are a Maltese citizen they are an outcast. And if they have the money for a capship and a BS license then they can buy one without violating any server rules.
However the 101st makes the rules in their zone of influence (Including Omicron Alpha, Omicron Beta, Omicron Eta, Omicron 85, Omicron, 80) They are the ones in charge of all outcast space, just like the SA and LSF are in Liberity. They can make the laws and enforce them as they please. You (as in a indi outcast) dont have to follow the laws just like noone has to follows Liberty's laws, but thos policing can attack/punnish those who break them. which in this cas is buying a capship without 'permission'

No, that's completely off point and no one has said that.
What you are saying is that a faction has a right to dictate the RP of any indies it wants to who use the same ID the faction does. That's not right under the server rules or under any kind or normal morality. This isn't a clan only server, and if someone chooses not to join your faction they chose not to join your faction. You may not like that but that doesn't make it right for you to bully indies around.

However the rules clearly state that all PvP must have a RP basis, not liking someone elses RP isn't a real RP basis to attack someone with a friendly ID.
This has the appearance of being nothing but a power play, a way for a faction to throw it's weight around over a complete non issue so they can feel big and PvP whore. Sorry to put it that bluntly but there is no nice way to describe this.
You can't say you're making the server better with this rule without showing that you actually have removed some bad rp'rs from their outcast ships and that they didn't just go buy something else, like a BH Battlecruiser or something.

No its not a power play or anything like that, there are two reasons reasons why the 101st are doing this. 1: the 101st want to keep tabs on who is flying their ships, just like any other government (real or fake) will want to know who is piloting something of that power, especially if came from their ship yard. and 2: its there to limit the amount of cap whores that only get a cap ship to pvp and has no rp what soever besides shoot every enemy.
again look at the link i posted, a few more people have posted there and have been approved, it doesnt take much to get one, you just have to show your RPing and some capwhore.

The motion's only two weeks old and we only finalized the organizational system about five days ago. Just today is it kicking in, so obviously the results aren't in, and I don't see how you have any more authority than I to dictate them. In fact, you have a considerable deal less. Now, why don't you go worry about the RM, who ban all sales of their capital ships, period? I have no idea why you're fixating around the 101st, we're at least allowing players an avenue to legally acquiring these ships. Go pick on somebody more extremist.
EDIT: I'm sorry, I can point to an incident where this has improved the general quality of RP. The Rheinland Military and the Kusari Naval Forces have both instigated bans on the purchase of the purchase of their capital ships (though KNF has a tougher time enforcing this with its popular Destroyer, due to their low activity). I have not seen a single Out of Roleplay Rheinland or Kusari Battleship in the last four months. How's that?

Not at all, I wish you would put more effort into your analogies. An outcast shooting an outcast is a violation of PvP, a lawful shooting a smuggler isn't.

And if they find someone without an outcast ID and tag, they would have a right to be concerned, but simply saying "I don't like your rp, you can't fly that ship even though you are properly tagged and ID'd" doesn't violate that point, if they have an outcast tag and ID you said yourself they have the right under the rules to fly that ship.
