I have hears quite some weird interpretations of this last part, and I'd want to know whether my version is correct.
Disclaimer: My example is totally random, similarities with existing bounties are pure coincidence.
An unofficial faction A wants to place a blanket bounty on faction B. They could not, rulewise, as A is not official. So they look for an official faction C that would host their bounty, to be allowed to blanket bounty without being official. Now this rule states that official faction C can only host one bounty like the one of unofficial faction A.
Can I make a bounty that says that any player character flown by a certain player who shall remain nameless but appears to be the direct cause of a lot of angry posts cannot collect on that bounty? Not making one on him to drive him off the server - just preventing him from collecting on it, while EVERYONE else can? (Guess not, it'd be furthering OORP conflicts, but geesh - when even Dusty and I agree on something and we're getting argued with about it ... <facepalm>)

Okay, I admit I'm being facetious, but seriously - folks - as has been stated on the forums time and time again - the only ones on the server who can initiate PvP SOLELY for the sake of collecting a bounty are Bounty Hunters, Mercs, and Freelancers. For ALL other ID's, you have to initiate PvP in accordance with the regular rules of your ID and if there happens to be a bounty available that you're registered for and you win that encounter, you can claim the bounty as a bonus cherry on your whipped cream.
Zoners, LN, Pirates, AI's, whatever ... You can't just fly up and go, "There's a bounty on you here that's valid in this space, and I'm going to collect it - pew, pew!" ONLY Bounty Hunters, Mercs, and Freelancers ... PERIOD.
There, is that so hard to understand?
Side note, just to be thinking funny odd - what about if Huggie managed to get the K'Hara registered? That'd finally give our ships a chance to earn money instead of being moneypits. :crazy:

When posting said bounty you can say "Freelancers, Bounty Hunters, Mercs can apply for registry to this bounty" yabba de yabba, and only accept the ones that do apply, and not accept whoever you want.
Roleplay is flexible, and so are the rules that apply to it.
