Might I suggest allowing one form of pirate to participate on the Gallic side? The Corsairs have about as strong a dislike of Bretonia as Gallia does, and it wouldn't surprise me to see those from Crete supporting the invading forces, much like how the Outcasts have a love for Bretonia. It wouldn't be unheard of I think - The Corsairs already leave much of Kusari alone, and even aid Samura transports when they're supplying Corsican establishments. I'm just trying to think of a way to balance sides here, especially since not everyone owns a Gallic Navy character.
