Well, the New Wales said it was gank revenge, and looking at his account he's a 6th member too. Your other 6th member, Justice, defended and justified it too. So by my count, two 6th members openly claiming justified gank revenge, and you defending the gank but not calling it revenge.

It absolutely is your group. Even if New Wales didn't have a ship in your faction (6th|LNS-New.Oregon), you and another 6th member are trying to justify it and defend it. And Justice helped enable it. He participated.
All I see you doing is trying to squirm away from your responsibility as a faction leader. You have to hold a higher standard if you ever want to be taken seriously as a faction. I see a LOT of feedback in this thread where people are saying you have a bad reputation for whining about losing, playing unfair, and trying to justify bad behavior. I understand now why that is.
YOU are the leader of this faction. YOU have to set the pace. If this weak status quo is what you're trying to defend, I really don't know what to tell you.

He died in a 3v3. How many times do I have to repeat this. His crying isn't a cassus belli for ganking.
No no no, gank revenge is absolutely your problem. He's a 6th member as I pointed out, and he was supported and aided by a logged 6th ship, and you're also defending him. Stop running away from your responsibility. It looks like you just want to run a faction without having to deal with the ugly bits.

Then be like "Hey, please dont throw 10 valors onto our 3 dreads, its kinda sucky" We all need to put our foots down and show some restraint into making fights fairer and enjoyable for both sides. If this means showing a little restraint, or asking your group who wants to take on a solo/lesser-numbered/skilled-enemy, then thats something that needs to be improved by everyone. Otherwise we'll just keep on ending up with retaliatory ganks against the enemy, who can either start ganking in return (bad), or if they show restraint and keep getting ganked time after time, their going to stop logging (also bad). Both sides got to improve their manners. Indies who don't know any better should be taught by experienced players to be better.
New Wales was part of a 3v3 to start with, but asked for a duel with the BC, which afaik they got, until one of the indie valors torpedo'd them. Not a true gank (like what happened in front of LA), but also poor sportsmanship that should be corrected when seen.

I did not try to stop it, because I created it for another purpose. And I wrote above why. If New Wales believed that this is a gank for revenge, then let him think like that.
